The role of data providers is evolving from data aggregators to innovation incubators in response to changes in the global and Chinese data markets, as well as the transformation of research and education environments. As digital research activities, data management practices, and scholarly communication models continue to develop, data providers are expanding their services beyond data access to support teaching, learning, and research throughout the data lifecycle. This presentation explores the changing roles of data providers, including closer collaboration with libraries, integration into research and educational workflows, tracking of data use and research impact, and community building. It also highlights key recommendations for strengthening the data ecosystem through improved data discovery, data citation, usage metrics, repositories, and data communities. Together, these developments position data providers as active partners in advancing research and knowledge creation.
